ASA Women USA Cancer Coalition Guidelines on Community Adoption Partnership Project Program (CAPPP)

PURPOSE & GOAL
ASA Women USA Cancer Coalition’s CAPPP initiatives aim to engage members of our various communities in
supporting our project on strengthening health systems through Availability and Accessibility of healthcare to
indigent women with cancer and maternal health issues in Anambra State, Nigeria.

BACKGROUND
Project @GlobalGiving: Healthcare Access to Indigent Women in Nigeria

Summary:
Availability and accessibility of healthcare to indigent women of Anambra State -Nigeria, who cannot pay for the care
they need in a COVID-19 climate and a country with under-resourced healthcare system. ASA Women USA supports
the strengthening of health system from women’s perspective in order to respond to the pandemic as well as avoid
interruption of other health services and the establishment of Cancer diagnostic & research Centre for long term
economic impact in Anambra State-Nigeria

Challenge:
Breast & Cervical Cancers are responsible for 50.3 percent of all cancers in Nigeria. Only about 2.4% of Anambra
residents were covered by health insurance in 2018, because many residents were not able to pay and enroll into the
State’s own health insurance scheme. One study estimated that at least 72% of breast cancer patients in Nigeria pay out
of-pocket for their treatment. The indigent women lacked access to quality health services, insurance coverage for
routine and catastrophic health costs in Covid-19 world. Gender stereotypes also limited their ability to access
healthcare services.

Solution:
ASA Women USA Cancer Coalition, Community Adoption Partnership Project Program will support the strengthening
of health systems based on 65: 35 ratio through availability of a community’s International Cancer Diagnostics &
Research Centre and support the accessibility of healthcare services to the adopted indigent women with cancer and
maternal health issues through the health insurance premium coverage in the State’s Health Insurance scheme, in order
to respond to the pandemic, provide cancer advocacy, awareness and education

Long-Term Impact:
ASA Women USA Cancer Coalition, Community Adoption Partnership Project Program will enable the indigent women to easily
access healthcare, be healthier, reduce avoidable deaths, promote Anambra Families First and that those primary health
needs particular to women and their families are addressed. This will also promote socio-economic productivity in the
State and the Nation at Large.

PROGRAM COMPONENTS

  1. Yearly Health Insurance Premium Coverage for a minimum of 5 years – determine the cancer & maternal
    health beneficiaries for the adoption process from the Partner’s hometown in Anambra State. The community’s
    sponsors / partners will provide the name of the participating hospital / Health Center for the registration of the
    beneficiaries.
  2. Expansion of a Community’s Health Centre- determine the outstanding community (s) in Anambra State that
    has tremendously contributed towards the continued growth and success of ASA Women USA humanitarian
    cancer & maternal health medical missions in Anambra State for the community adoption process
  3. Financial Support – To challenge the healthcare issues based on 65: 35 ratio by: the expansion of a
    community’s health Centre into the International Cancer Diagnostic & Research Centre in Anambra StateNigeria and provide the health insurance premium coverage to indigent women with cancer and maternal health
    issues in Anambra State-Nigeria
  4. Philanthropic Partners – To provide from $1,000 to $50,000 or more through in-kind donations
    and/or monetary contributions towards the community’s adopted indigent members and the Int’l cancer
    Diagnostic & Research Centre construction
  5. Volunteer Service – Participate in at least one community’s -sponsored service activity.COMMUNITY NEEDS
    – The Office of ASA Women USA Community Adoption Partnership Project Program coordinates ongoing
    collaboration with Anambra State Health Insurance Agency (ASHIA) and with the adopted community for the
    Int’l Cancer Diagnostic & Research Centre, to identify their areas of need. Below is a list of some in-kind
    services and donations that would benefit our CAPPP.1.  Identify and sponsor the health insurance premium coverage of the indigent women with cancer &
    maternal health issues from any community in Anambra State2. Identify the participating hospital/ health Centre for the health insurance in your community3.  Provide Advocacy, cancer awareness and education through sponsorship of the 5K Walk for Hope & Fight
    to End Cancer in USA & Anambra State4.  Be a Founding Partner in support of the building blocks for the Int’l Cancer Diagnostic & Research Centre
    Construction and a unit / function or Floor will be named in your honor.5.  Be a Founding Partner and source/ donate Diagnostic Equipments and furnitures in your honor.

 

      PROJECT GUIDELINES

1. Anambra State Health Insurance Scheme:

1. ASA Women USA Cancer Coalition Team in collaboration with the Community’s Partners from the three Senatorial
Zones in Anambra State will determine the beneficiaries for the Adoption process.

2. The Community’s Partners will provide the name of the participating hospital / Health Center for the registration of
the beneficiaries

3. There are over 200 participating hospitals in Anambra State

4. The list of the adoptees / beneficiaries will be forwarded to ASA Women USA, the adopter/ benefactor

5. ASA Women USA will pay the premium for these Number of persons into ASHIA’s account

6. ASA Women USA will provide the receipt of the payment to ASHIA

7. ASA Women USA will provide a date and the names of the participating hospital or Health center venue to ASHIA
for the registration

8. ASHIA Team will present the enrollee ID cards for distribution to the registered beneficiaries

9. For those residents outside Anambra, ASHIA will coordinate with our Nigeria team for the entire process.

10. ASA Women USA will maintain their list of beneficiaries.

11. Over the past year, together, you helped ASA Women USA to identify 57 (fifty-seven) indigent Anambra women
with Breast and Cervical Cancer from 37 (thirty- seven) communities across the three Senatorial zones in Anambra
State through our Community Adoption Project Partnership Program (CAPPP), for their enrollment into the Anambra
State Health Insurance Scheme. The adopted communities are Amichi, Awka, Enugwu-Ukwu, Nnewi, Agulu,
Abagana, Amawbia, Nnobi, Abatete, Isseke, Adazi-Enu, Adazi-Nukwu, Ezinifite, Alor, Ufuma, Enugwu-Agidi, Akpu,
Awkuzu, Umudioka, Isuofia, Akwu-Ukwu, Umuchu, Ifitedunu, Umunze, Nsugbe, Nanka, Oba, Ozobulu, Ora-Eri, Uke,
Nise, Onitsha, Ojoto, Nibo, Aguleri, Nkwelle Ezunaka and Oraukwu.

2. International Cancer Diagnostic & Research Centre in Anambra State

12. You also supported the proposed International Cancer Diagnostic & Research Centre to be housed within the
existing wing of Amichi Diocesan hospital. This aligns with our legacy project to provide the accessible, quality and
affordable healthcare to the indigent members in Anambra State and the Nation at Large – but more financial help is
needed.

13. This legacy project will involve the financing, and remodeling of a wing of Diocesan Hospital Amichi, which will
house the International Cancer Diagnostic & Research Center. The Centre shall include but not be limited to: a
reception center; nursing stations; CT Scan, Ultrasound, MRI, and X-Ray; Radiotherapy and Mammography;
Laboratory, Examination and consultation rooms, Operating suit and recovery room; Treatment Room, Provider
Work Room and Research Area.

14. The management of the International Cancer Diagnostic & Research Centre will be vested in a fully incorporated
Board of Directors made up of representatives of ASA Women USA and Diocesan Hospital Management Board.
The operations, policy formulation, staffing of the Centre as well as relationship with Governments etc., will be the
responsibility of the Board.
